Whilst many think war is inevitable the smart institute for policy believes that in future people will never have to risk their lives during conflict.
The idea is conventional weapons will be replaced with weapons that fire indelible ink. The rules to war will change at the international level so that for any combatant to fight when they already have ink on their face will become a war crime. It will also become a war crime to wear a mask or to use conventional firearms. Conventional firepower will be allowed to enforce international law so that all the nation states will be obliged to attack a conventional force with conventional weapons. It will be a war crime to paint aircraft and sea faring vessels or use ones that have ink on them. All nations will spy on warzones looking for a breach of international law.
If the United Nations implements these changes to international law then we have successfully solved the problem of war.
