Abstract:

In recent years research has been underway to develop a vaccine for heroin addiction which would block the intoxicant effects of the drug. Although significant progress has been made and early indications are promising, research is currently hampered by a lack of funding.

In this paper I will present a policy recommendation which would help bring this drug to market through public /private partnership between Government and drug companies.

As well as a route forward I will also recommend a strategy for Government to maximise the number of addicts this vaccine can aid. In order for this to be successful, drug companies have to be incentivised correctly with their research and development funding risk offset. Government can offer a deposit which is redeemable once the vaccine has cleared the clinical trials stage and Government keeps to its pledge to create a market for the drug of the given size originally stated.
